Continuous improvement is only valuable if it's safe. BICA-003 introduces a formal governance layer over every optimization — from telemetry collection through canary deployment to automated rollback. No change reaches production without earning it. No regression goes uncaught without reverting it.

Live telemetry accumulates activation frequencies, query distributions, and quality signals. During low-traffic windows, the system generates ranked optimization candidates.

Each candidate passes a stratified held-out validation gate, then enters canary deployment at 1–5% of traffic. Quality is monitored continuously against baseline.

Candidates that hold quality through the canary period are promoted fleet-wide. Those that don't are automatically rolled back within 60 seconds, with full provenance logged.
